I decided to check out how much college debt runs between states and what I found was less significant than I expected.  In order to separate the states into two categories, I divided them in half by their GSP amount, the 25 highest and 25 lowest earning states.

With the Highest GSP states, we have an mean around $27000 and a median at around $26500.

With the Lowest GSP states, we have a similar mean around $26600 and a median around $26200. 

I would have expected there to be larger difference between the different states but their center, shape, and spread are approximately the same.  It may be that the GSP is not a good indicater of determining the average debt, but it seemed from the data that there's a pretty good chance that your average debt is going to be from $25000 to $29000.
